AHCA's (Agency for Health Care Administration) will investigate quality of care issues when consumer feels they did not receive adequate treatment by an HMO. A formal grievance is filed through the Statewide Provider and Subscriber Assistance Panel. The panel makes a final decision after fact finding from both sides.
